The Local Government and Public Involvement in Health Act (2007) places a new duty upon Local Authorities and Primary Care Trusts to undertake Joint Strategic Needs Assessments.
Government Guidance describes this as a process which ‘will identify the current and future health and well-being needs of a local population, informing the priorities and targets set by Local Area Agreements and leading to agreed commissioning priorities that will improve outcomes and reduce health inequalities’.
It is therefore essentially a way of collecting, analysing and using evidence to shape service priorities and delivery.
The duty comes into effect during 2008/09 and responsibility for implementation is placed with the relevant PCT Director of Public Health, and the relevant local authority Directors of Children's Services and Adults Services, (in Coventry City Council's Case, the Director of Children, Learning and Young People’s Services and the Director of Community Services.

Sustainable Communities StrategyA workshop event involving 80 partners from statutory, voluntary and community sectors was held on 24.09.08 to review evidence about health and social care outcomes in Coventry. Key documents attached are slides from the day, the data book and a scoping document entitled 'Emerging Key Messages for Service Commissioners. This document summarises the initial Coventry's Joint Strategic Needs Assessment for 2008. This process is a new departure for Coventry during 2008, and future JSNA processes will build on the work undertaken during this year. The JSNA has used a range of existing data, but has also seen the identification of additional data and analysis requirements, some of which have been met during the construction and preparation for this document, and some of which will continue to be addressed during the coming months.
Most significantly, it contains important messages for organisations commissioning services in Coventry, and will continue to be updated to ensure that it provides the best possible support to enable outcomes to be improved for the population of Coventry. The stakeholder involvement has been largely facilitated through the "data day" held in late September 2008, and the stakeholder views described within this summary represent the emerging thoughts from that exercise.
The JSNA process will continue to engage with stakeholders from the whole of health, social care (including children and young people's services) and related areas, to refine and further develop key messages for commissioning across the city, ensuring the best possible outcomes for the whole of our population. Evidence of trends and key analysis of health and social care outcomes is set out in The Coventry JSNA Data Book 2008.
Highlighted in the document are issues that need to be tackled if we are to improve health and social care outcomes across the City, particularly for those population groups that are most at risk of experiencing health inequalities. It is the result of work with a wide range of partners from across the Coventry Partnership involved in reviewing evidence about current health and social care trends.
The data day and data book will form part of the overall planning and commissioning cycle for the city, bringing together all aspects of health and social care, allowing for an informed and integrated process, ultimately ensuring the best possible outcomes for Coventry's population.
